On April 10, 1996, NASA announced, in a press release,
the selection of HUBE as a MIDEX Alternate payload

The Thirteen MIDEX FINALISTS: (winners marked with )

HUBE is a runner-up, or "alternate," MIDEX.
What that means is defined in the Announcement of Opportunity (AO) from NASA:

We (HUBE) fall in the following category: AO page 3, "Two missions will be selected
as alternates through this AO but will not undergo definition unless one of the
primary missions fails to be confirmed. In this event, an alternate would be selected
based upon programmatic considerations and would proceed through definition and,
if confirmed, replace the unconfirmed primary mission in the MIDEX mission queue
for development and eventual flight." Page F-13 of the AO: "Proposers shall also
separately propose costs necessary to cover 1 or 2 years of effort to maintain a
nucleus of the investigation team, if selected as an alternate investigation."
